It was a unilateral accord, conceived and formulated by India and Sri Lanka, despite not being happy with it, had to sign on the dotted line. The Indo-Sri Lanka accord of 1987 also left the majority Sinhalese community of Sri Lanka angry and the Tamil Tigers sore.
